Android seems to be getting worst at stopping these things. Not to mention android apps just working all willy nilly. Which is another reason to keep all those random apps out of your phone as much as possible. If you don't need it, don't install it. Even the basic browsers seem to never want to shut down, so you may want to to do this on your own. Yes it's annoying but unless you like your apps randomly doing their own thing, this is something you have to do yourself.
